Why is it that the debugger is turned on everytime I get a new connection? I have had to rebuild procedures in prodction because they were compiled with the debugger unknowingly to myself?

View|Toad Options, Execute/Compile node (from the left tree) and uncheck option :
Default to "Compile with Debug"

Sounds like you have “default to “compile with debug”” turned on in view/options/execute.
