Getting error message when starting task scheduler

Toad for Oracle & DevOps Toolkit

Running on windows 7. Task scheduler shows that the service is started in admin.
I get an error when trying to start task scheduler from the utilities menu or when selecting Action Pallet from the View menu.

How can I fix this?
