I have a Base Commercial Version of Toad for Oracle 12.6.0.53
How do I connect a local Toad install to a remote database?
Our company is starting to do more remote work and we need to learn how to make this connection. Any help would be greatly appreciated.

You need to enable ssh tunel or OCI connection, not installation, on other server.
For that consult your network admins, because Toad works in all cases where you can connect with Oracle SQL*Plus, toad also can.
