In TOAD, new tnsnames and sqlnet not pointed to new 21.3 client a path

TOAD version 16.1
Oracle Client 21.3(admin option installed)

On the create session page in TOAD, under "installed Client, I choose the most recent oracle client install 21.3 and tick "Use this client by default". when I open ... , it shows my client 12.2 and 21.3 client home but the 21.3 home does not show TNSnames.ora path listed or sqlnet.ora path.

I want TOAD to use the new 21.3 (Oracle Client) ..../network/admin/ tnsnames.ora and sqlnet.ora files .

Note: REGEDIT shows proper ORACLE_HOME for 21.3

If you have multiple clients but want to use one tnsnames.ora (and everything else in that folder), the way to do that is to specify a TNS_ADMIN environment variable.
