We now use TOAD in a virtual desktop environment that is OOB and blocked from all internet access. They have version 16.0 installed there, but when I try to enter our license key, we get the following message:
Does this version of TOAD need to connect to a license server to validate a license?

No, internet access is not required. And this license worked before for Toad 16.0 installed on other machines? This is ringing a bell, but I cannot recall from where just yet.
Also make sure your key is a commercial Toad license and that you have installed Toad 16.0 commercial and not the Trial.
OK, I have resolved the issue.
We cannot just copy/paste from our local workstation into the OOB virtuals (they are virtuals within virtuals), so to get our key in as a file, we have to go through two different OOBs with two different file transfer systems. Something was getting bolluxed up with that. And, I must have been making mistakes when typing it in though I had tried repeatedly. I finally got it after the fourth try.
