Using the 32 bit version my end users are not able to create a connection to an Oracle database that persists beyond closing TOAD and re-opening it.
Is there a tools setting I can't find that will allow that?

Without knowing exactly which method you're using to connect to your Oracle database/s, I'll take a shot and mention that, if using the Oracle client (Instant or full), then you'll want to make sure that the "bitness" of your Toad Datapoint matches the bitness of your TDP client. That is, for most client applications, Toad included, if you've installed 32-bit TDP, then you should be using 32-bit Oracle client. If 64-bit TDP, then 64-bit Oracle client.
