Based on your attachment, it appears that you are using an old V4.0 freeware version and it also appears that your .Net environment could be in need of repair.
I would suggest that you uninstall Toad DB2 4.0, reinstall your .Net environment and then install the 4.6 version of Toad DB2 freeware.
