Does toad for oracle have the oracle data modeler? If so where is it located?
The DBA Edition of Toad for Oracle is a package that contains the Toad Data Modeler, if that's what you are referring to.
Even without the Toad Data Modeler, any Toad edition can always generate an ER diagram from any object or set of objects (e.g. right-click object/s within the Schema Browser LHS and and choose ER Diagram, per screen snap below). This capability is for diagramming purposes only, so you won't be able to make changes like you would in a data modeling solution.
Alternatively, you can have Toad generate all or part of a data model diagram via the pull-down menus: Database->Report->ER Diagram.

I never understood the logic for bundling a data modeling tool with the DBA pack. Why would a product that should be used before 95% of Toad's functionality not be bundled with the Developer stack? The DBA stack makes sense for the admin module and additional monitoring products like Spotlight since those are core DBA task enhancing tools. Modeling isn't unless you're filling multiple roles as a branded DBA. I see this more as a sloppy "where can I charge enough to cover it" vs. how database software development to production operation workflows really work. Put it back where it belongs like it was pre-7.0. Charge a bit more for Developer if needed.
These are good points and we will look into it. Not to be too detailed, but we didn't remove Toad Data Modeler from the Dev bundle, but we did stop the "free use promo" where anyone who bought Toad for Oracle (any edition) could also use Toad Data Modeler. Toad for Oracle DBA Edition is the only bundle that specifically contained Toad Data Modeler so after the promo ended, it was the only edition that still came with Toad Data Modeler use. But regardless what you are saying is true and we will look at adding to the Dev edition.
