I'd say that there isn't a Toad SDK. The developers will most likely
confirm this when they come on line later today.
I did have a chat a while back with one of the developers about perhaps
creating an SDK/Plugin system so that anyone could create Source Control
plugins for Toad. However, that will be for a date in the future if it
is ever implemented.
What sort of feature did you have in mind to develop? There may be ways
to achieve what you seek without needing an SDK or a plugin.

Is there a way to create plugin for toad. I have a web application which allows db host file downloads. It would be nice for developers to get it done from toad rather than going to webapp.
Could you guide me on how to do this.

No, we don’t provide an API for this, but Toad does support command line execution. That means you could call a specific function in Toad via the Automation Designer feature (read the Help) and perform a specific task.
