Can You add option "Disable UI Animation"?
Or "Animation Speed" with zero value available?
Right-click on main toolbar -> Customize Toolbars.
In the dialog, go to the Options tab.
Set Menu Animations to None.
Unfortunately, that option not affected to bottom panel (with "DBMS output" etc.), when it is not pinned.
Ah!
Options -> WIndows.
Uncheck "Scroll pinned windows"
That will make them snap rather than slide when hiding or unhiding.
