Error installing Toad for Oracle version 15.0.97.1178

Hi
After a successfull installation, when running Toad for first time I get the following error and then it shuts down.

The following file not found: c:\program files\Quest Software.......\CertifiedVersionPolicy.cab

The file exists.
The file properties digital signature details show : the signature cannot be verified

Could anyone help?
