I have 64 bit Toad on 64 bit machine with both 64 and 32 bit Oracle clients installed.
When I press the New Connection tool, this exception is thrown:

I resolved my own issue.
I deleted my old Oracle client, rebooted and reinstalled the 64-bit client from winx64_12012_client - all is well with me now.
But Toad for Oracle should try to fix every one of it’s exceptions when the Oracle Client is broken.
