After switching editor tabs the toolbar buttons above the data grid look like this:
After pressing F2 two times it becomes:
However, I don't know why there are fewer buttons.

I can reproduce that when hitting F2 repeatedly, but not just by changing editor tabs.
It looks like the db navigator is not scaling property, which is blowing up the whole toolbar.
Some of the buttons went away in your 2nd screenshot because they became too large to fit in the toolbar, so the toolbar moved them off to the "more buttons" button in the far right.
