Can not do file save as and create new folder in TOAD

In older version was able to do File/Save As and click on Create New Folder.

I am on version 12.9.0.71 and get the following error message "Unable to create the folder ‘New Folder’ Access is denied.

I am able to create a new folder within the same directory in Windows and was also able to do it on an older version of toad.

I just tried it here and didn’t have any problem. If you run Toad as administrator does that fix it?
