Toad doesn’t get any notification from the database if the session has disconnected unless it was in the middle of a query at the time. If the session becomes disconnected while Toad is not running a query, then the next time you try to run a query, you’ll get a ‘no longer connected’ type message and then you can reconnect.

In toad Database–>Diagnose–>DB Health Check will shows the status of database status.

In Database browser right click on schema or database then select health check.

Correct me if I was wrong

Well, I’m not sure what you mean exactly by ‘database status’ but the health check will tell you lots of things about your database.
